Job Purpose\u003C/p> \u003Cp>The IT/Software Specialist will manage, support, secure and\ncontinuously improve the organisation’s information technology infrastructure\nand software systems. The role will ensure reliable operation of the Hospital\nInformation Management System (HIMS), computers, networks, servers, databases,\ncybersecurity controls and related digital platforms across all branches.\u003C/p> \u003Cp>1. Key Duties and Responsibilities\u003C/p> \u003Cp>A. HIMS and Software Management\u003C/p> \u003Cp>· Administer and support the Hospital Information\nManagement System.\u003C/p> \u003Cp>· Configure user accounts, roles, access rights,\nworkflows, service prices and system parameters.\u003C/p> \u003Cp>· Support HIMS modules including registration,\noutpatient, inpatient, laboratory, pharmacy, radiology, theatre, billing,\ninsurance, finance, inventory and reporting.\u003C/p> \u003Cp>· Troubleshoot software errors and coordinate\ntheir resolution with vendors.\u003C/p> \u003Cp>· Support integration of HIMS with laboratory\nequipment, imaging systems, payment platforms, insurance portals and other\napproved applications.\u003C/p> \u003Cp>· Ensure the HIMS supports applicable Social\nHealth Authority requirements and reporting processes.\u003C/p> \u003Cp>· Test system updates and new functionality before\ndeployment.\u003C/p> \u003Cp>· Maintain a register of software licences,\nsubscriptions, warranties and renewal dates.\u003C/p> \u003Cp>· Assist management in evaluating and acquiring\nnew software solutions.\u003C/p> \u003Cp>B. Technical Support\u003C/p> \u003Cp>· Provide timely technical support to all\nemployees and branches.\u003C/p> \u003Cp>· Install, configure and maintain computers,\nprinters, scanners, biometric devices, routers and other ICT equipment.\u003C/p> \u003Cp>· Diagnose and resolve hardware, software,\nconnectivity and user-access problems.\u003C/p> \u003Cp>· Establish a helpdesk process and maintain\nrecords of incidents, resolutions and recurring system issues.\u003C/p> \u003Cp>· Train employees on proper use of the HIMS,\nemail, office applications and other digital systems.\u003C/p> \u003Cp>· Prepare user manuals, standard operating\nprocedures and troubleshooting guides.\u003C/p> \u003Cp>C. Network and Infrastructure Management\u003C/p> \u003Cp>· Maintain the organisation’s local area networks,\ninternet connectivity, Wi-Fi and interbranch communication systems.\u003C/p> \u003Cp>· Monitor network performance, availability and\nsecurity.\u003C/p> \u003Cp>· Manage servers, cloud services, databases and\ndata-storage systems.\u003C/p> \u003Cp>· Maintain an updated ICT asset register and\nrecommend replacement of obsolete equipment.\u003C/p> \u003Cp>· Coordinate preventive maintenance of all ICT\nequipment.\u003C/p> \u003Cp>· Ensure critical departments have appropriate\nbackup connectivity and power protection.\u003C/p> \u003Cp>D. Information Security and Data Protection\u003C/p> \u003Cp>· Implement cybersecurity controls to protect\npatient, financial and organisational information.\u003C/p> \u003Cp>· Manage passwords, access rights, antivirus\nsystems, firewalls, encryption and security updates.\u003C/p> \u003Cp>· Monitor systems for unauthorised access,\nmalware, data leakage and other security threats.\u003C/p> \u003Cp>· Conduct regular user-access reviews and\nimmediately deactivate access for separated employees.\u003C/p> \u003Cp>· Ensure ICT operations comply with the Kenya Data\nProtection Act, applicable health-sector requirements and internal\nconfidentiality policies.\u003C/p> \u003Cp>· Investigate and document cybersecurity incidents\nand recommend corrective action.\u003C/p> \u003Cp>· Conduct employee awareness training on phishing,\npassword security, confidentiality and responsible system use.\u003C/p> \u003Cp>E. Backup, Recovery and Business Continuity\u003C/p> \u003Cp>· Develop and maintain reliable data-backup\nprocedures.\u003C/p> \u003Cp>· Perform scheduled backups and regularly test\nwhether backed-up information can be restored.\u003C/p> \u003Cp>· Maintain disaster-recovery and ICT\nbusiness-continuity procedures.\u003C/p> \u003Cp>· Ensure critical systems can be recovered within\napproved timelines following a system failure or cyber incident.\u003C/p> \u003Cp>· Maintain proper documentation of backup\nschedules, restoration tests and recovery actions.\u003C/p> \u003Cp>F. Reporting and Data Support\u003C/p> \u003Cp>· Develop operational, clinical, financial and\nmanagement reports from the HIMS.\u003C/p> \u003Cp>· Support departments in extracting accurate data\nfor decision-making.\u003C/p> \u003Cp>· Monitor data quality, identify inconsistencies\nand coordinate corrective action.\u003C/p> \u003Cp>· Prepare regular reports on system uptime,\nunresolved incidents, cybersecurity events, software performance and ICT\nassets.\u003C/p> \u003Cp>· Support authorised statutory, regulatory and\ninsurance reporting requirements.\u003C/p> \u003Cp>· Maintain confidentiality and ensure information\nis released only to authorised persons.\u003C/p> \u003Cp>G. Vendor and Project Management\u003C/p> \u003Cp>· Coordinate with HIMS vendors, internet service\nproviders and other technology suppliers.\u003C/p> \u003Cp>· Monitor vendor performance against contracts and\nservice-level agreements.\u003C/p> \u003Cp>· Participate in planning and implementing ICT\nprojects, upgrades and system migrations.\u003C/p> \u003Cp>· Obtain and evaluate technical quotations and\nadvise management on ICT purchases.\u003C/p> \u003Cp>· Maintain proper records of vendor contacts,\ncontracts, licences and service reports.\u003C/p> \u003Cp>2. Academic and Professional Qualifications\u003C/p> \u003Cp>· Bachelor’s degree or diploma in Information\nTechnology, Computer Science, Software Engineering, Information Systems or a\nrelated discipline.\u003C/p> \u003Cp>· At least three years’ relevant experience,\npreferably in a hospital or healthcare environment.\u003C/p> \u003Cp>· Demonstrated experience administering HIMS, ERP,\nEMR or similar enterprise software.\u003C/p> \u003Cp>· Knowledge of computer networks, databases,\noperating systems, cybersecurity and cloud services.\u003C/p> \u003Cp>· Relevant professional certifications such as\nCCNA, CompTIA, Microsoft, ITIL, database administration or cybersecurity\ncertification will be an added advantage.\u003C/p> \u003Cp>· Knowledge of the Kenyan healthcare environment,\nSHA systems and healthcare data-protection requirements will be advantageous.\u003C/p> \u003Cp>3.
