PATH seeks to engage a Surveillance Officer, as an individual consultant, for the STRengthening Infectious disease DEtection Systems (STRIDES) Project in Senegal. STRIDES supports and strengthens surveillance, detection, and analytical capacity for infectious diseases across both human and animal health, working closely with the Ministry of Health and Public Hygiene and other Government of Senegal (GoS) stakeholders.

Building on the findings of a multisectoral surveillance systems assessment, which reviewed existing surveillance assessments, after-action reviews (AARs), policies, guidelines, and standard operating procedures (SOPs) across the human and animal health sectors, including Integrated Disease Surveillance and Response (IDSR) guidance and sector-specific reporting, the consultant will lead the technical development of a multisectoral surveillance manual and SOPs, and support a tabletop exercise (TTX) and AARs, in close collaboration with GoS stakeholders and STRIDES partners.

Key Responsibilities

  • Draft a multisectoral manual that defines governance, roles, and coordination mechanisms for event-based surveillance (EBS), indicator-based surveillance (IBS), and community-based surveillance (CBS) across sectors, building on existing national frameworks and integrating global health security gold-standard approaches such as the 7-1-7 approach.
  • Develop standard EBS, IBS, and CBS SOPs tailored to sector-specific operational contexts, including event detection, verification, reporting, and escalation pathways, consistent with the manual.
  • Design and conduct a TTX with relevant GoS stakeholders to test surveillance-to-response workflows and multisectoral coordination under simulated outbreak conditions.
  • Conduct multisectoral AARs with relevant U.S. and GoS stakeholders and partners to capture lessons learned from specific zoonotic and other outbreaks or public health emergencies, examining the success of surveillance strengthening efforts post-pilot and identifying areas of strength and improvement.

Expected Deliverables

  • Multisectoral surveillance manual.
  • Multisectoral EBS, IBS, and CBS SOPs.
  • TTX conducted with documented scenario, participation, and findings.
  • AAR conducted and documented with prioritized recommendations.

Qualifications and Experience

  • Advanced degree (Master’s or higher) in public health, epidemiology, veterinary public health, One Health, or a related field.
  • Minimum 10–15 years of professional experience in disease surveillance systems, including design or strengthening of EBS, IBS, and/or CBS systems and IDSR implementation.
  • Demonstrated experience authoring surveillance manuals, SOPs, or governance/coordination frameworks, ideally in a multisectoral or One Health context.
  • Familiarity with global health security standards and tools, including the 7-1-7 approach, the IHR (2005) Monitoring and Evaluation Framework, and Joint External Evaluation processes.
  • Demonstrated experience designing and facilitating multisectoral, multi-stakeholder technical workshops with government counterparts.
  • Demonstrated experience designing and facilitating simulation exercises (e.g., tabletop exercises) and/or conducting After-Action Reviews, ideally using WHO or equivalent AAR/simulation exercise methodologies.
  • Prior experience in West Africa or the Sahel region strongly preferred; familiarity with Senegal’s health and animal health systems is an asset.
